Education to Employment (E2E)

Solano County Office of Education (SCOE) working in partnership with school districts to identify and reengage youth ages 16-24 who have been out of school or are at-risk of dropping out. The E2E is another opportunity for students who have not enrolled in their home district programs, and want to return to progress toward completing their graduation requirements and obtain paid work experiences and connections to other needed supports and services.

During the COVID-19 pandemic, many of Solano County’s young adults ages 18-24 have faced significant setbacks to careers with quality jobs with high COVID-19 unemployment rates. Access and support to skills and work experience to move toward graduation and into the workforce, college, and career is a significant need in our county.

Through support from the Solano County Board of Supervisors, SCOE will be utilizing American Rescue Plan Act (ARPA) funds to support youth in making progress toward the attainment of a high school diploma or equivalent, receive additional support, as appropriate, to help meet basic needs through connections to community resources and/or supportive services, practice what they are learning at their workplace, and eventually generate a self-sufficient wage. Specific activities include: 

  • Administer the CASAS (Comprehensive Adult Student Assessment System) or similar tool which provides testing of basic and academic skills to all identified youth.
  • Develop an Individualized Success Plans (ISP) with all enrolled youth.
  • Coach enrolled youth to support them in completion of job readiness activities, employment activities, and work experiences.
  • Support youth in meaningful work readiness and work-based opportunities which lead to employment in jobs with competitive wages.
  • Referrals to other supported services when needed.
  • Incentivizes  for completion of milestones.
