Minor Decoy Operations

Tobacco 21

Effective December 20, 2019, this legislation raised the federal minimum age to buy tobacco products from 18 to 21. The law was effective immediately and made it illegal for retailers to sell to anyone under the age of 21, no exceptions. This legislation closed a loop hole for active military personnel, who were 18 and could still purchase tobacco products.

What are Minor Decoy Operations

The purpose of minor decoy operations is to reduce the number of retailers selling tobacco products to minors in Solano County. The minor decoy operations are carried out by Fairfield Police Department's Youth Services Bureau.

Tobacco Minor Decoy Operations are currently being planned, additional information coming soon.

In 2019, California Department of Public Health found that 17.9% of retailers illegally sold tobacco products to young adults under the age of 21.
