Members of the community can provide feedback about the trustee district boundaries in a variety of ways:

Solano County Board of Education Redistricting Process

Every 10 years, local governments use new census data to redraw their trustee area boundaries, as needed, to reflect how local populations have changed. The Solano County Board of Education (“Board”) engages local communities in the redistricting process through public outreach efforts and by holding public hearings.

What is redistricting?

Every 10 years, the law requires the Board to analyze new census data to re-balance the population within each trustee area and redraw the area boundaries, if necessary. (Education Code section 1002) This process, called redistricting, is important in ensuring that each trustee represents approximately the same  number of constituents. The Board is responsible for drawing the seven trustee areas represented by the seven trustees. Redistricting is done using U.S. Census data and must be completed by March 1, 2022.

Why does redistricting matter to me?

Redistricting determines which neighborhoods and communities are grouped together into a trustee area for purposes of electing a trustee representative.

The Board will seek input in selecting the next trustee area map for the Solano County Board of Education. You have an opportunity to share with the Board how you think trustee area boundaries should be drawn to best represent your community.

What do the existing trustee area boundaries look like?

You can find a map of the Board’s current trustee area boundaries below under the heading EXISTING TRUSTEE AREAS.

What criteria will the Board use when drawing trustee area boundaries?

To the extent practicable, trustee area boundaries will be adopted using the following criteria:

  1. Geographically contiguous areas (each trustee area should share a common border with the next).
  2. The geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division.
  3. Easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.).
  4. Boundaries shall be drawn to encourage geographic compactness.
  5. Boundaries shall not be drawn for purposes of favoring or discriminating against a political party.
     

How will the Board notify the public about redistricting?

The Board will reach out to local media to publicize the redistricting process. Also, we will make a good faith effort to notify community groups of various kinds about the redistricting process. Our public hearings will be provided in applicable languages if residents submit a request at least 48 hours in advance. The Board will notify the public about redistricting public hearings, post maps online before adoption, and create a dedicated web page for all relevant information about the redistricting process.

How can I get involved?

Public hearings will be held on the following dates to receive public input on where trustee area boundaries should  be drawn.

  • Wednesday, December 8, 2021, 8:00 PM, Solano County Committee on School District Organization, second floor Boardroom, 5100 Business Center Drive, Fairfield

Request for Quote/Scope of Work for Demographic Analysis and Census Mapping Services

The Solano County Board of Education is seeking proposals from experienced firms to provide expert demographic analysis and subsequent census mapping services, if needed.  (Northern California firms preferred.)

Deadline:  5:00 PM on Friday, June 4, 2021

Concise proposals must be submitted via email to lbishop@solanocoe.net

Please include in proposal:

  • Confirmation of availability and reliability
  • List of recent prior and current clients (Solano County and County Board of Education clients preferred)
  • Experience with decennial redistricting
  • Costs (preferably separated into portions:  demographic analysis, census mapping, and optional products/services)
