Me Too Program
For Infants and Toddlers with Special Needs and their Families
The Me Too Program operates as part of California’s Interagency Early Start Program (Part C of the Individuals with Disabilities Education Act). Special education services provided through our program are based on the Individualized Family Service Plan (IFSP). The Me Too Program collaborates with other agencies to provide early intervention services.
Me Too Program Goals

- Identify infants and toddlers, from birth to 3 years of age, who have or are at risk of having, special needs.
- Provide a comprehensive assessment profile that focuses on children’s strengths and areas of need.
- Provide early intervention services to children who have identified or suspected delays, and their families, as early as possible, to maximize each child’s overall development.
- Work in partnership with parents, respecting the individuality, diversity, and independence of each family.
- Collaborate with other agencies and professionals to better serve children and their families.
- Facilitate a smooth transition to appropriate preschool services.
Services for Children
Services are based on the child’s needs as determined by the IFSP team.

Screening and comprehensive developmental assessments by a multi-disciplinary educational team.

A home visit program for the child and family that supports the child’s developing skills in their daily routines, activities and relationships.

A variety of group educational programs for toddlers; some include parent participation; while others may be in partnership with toddlers who do not have special needs.
- Speech and language therapy provided through individual and small group sessions, parent-child language groups, and consultation with childcare providers.
- Coordination with professionals from other programs and services.

Services for Parents
Family-focused services designed to enhance a family’s ability to meet the special needs of their child:

- Parent education
- Parent support groups
- Community resources referrals
- Coordination with the Family Resource Center
- Coordination with local education agencies
Eligibility
Children must meet the following federal and state criteria to be eligible:

- Birth to three years of age
- A resident of Solano County, excluding Vallejo
- Exhibit a delay in motor, cognitive, communication, social/emotional, and/or adaptive development of 50% of chronological age in one developmental area or 25% in two or more developmental areas or
- Have an established risk condition such as Down syndrome or cerebral palsy or
- Have a “low incidence” disability such as a visual impairment, a hearing impairment, an orthopedic impairment, or a combination of these disabilities

The North Bay Regional Center operates as the intake/referral agency for all early intervention programs including the Me Too Program. The North Bay Regional Center will assign the child an Early Intervention Specialist (EIS) who will then contact the parent to discuss the needs of the child and family. The EIS will begin the assessment process and make a referral to the Me Too Program, if appropriate.
