Message from Dr. Nicola Parr, Solano County Superintendent of Schools

As Solano County Superintendent of Schools, I am honored to serve this remarkable community of students, educators, and families. My work focuses on supporting programs and partnerships that advance educational excellence, equity, and wellness across our county. Together, we can continue building systems that help every student feel supported, inspired to learn, and encouraged to explore the many possibilities ahead.
 
Student Achievement
Every student in Solano County deserves access to learning experiences that open doors to college, meaningful careers, and connections to positive supports. My focus is on expanding opportunities that help schools and districts strengthen instruction, promote innovation, and connect learning to students’ future goals.
 
Through collaboration with educators, we’re investing in effective teaching practices, ongoing professional development, and accessible mental-health supports that help students grow academically, socially, and emotionally. Achievement is measured not only by academic success, but by the curiosity, confidence, and sense of belonging students develop along the way.
 
School Safety & Positive Climate
Students thrive when they feel safe, valued, and included. Supporting the well-being of both students and staff remains a shared priority across our county. SCOE continues to coordinate resources, training, and partnerships that help districts strengthen mental-health services, emergency preparedness, and positive school climates. By working together and implementing proactive frameworks such as Positive Behavioral Interventions and Supports (PBIS), we can help schools create learning environments rooted in respect, inclusion, and belonging.
 
Family & Community Engagement
Strong schools are built on strong relationships. By deepening partnerships among families, educators, and community organizations, we can broaden the circle of support around every child. Through inclusive engagement strategies, SCOE continues to build trust, encourage open dialogue, and create opportunities for shared problem-solving. We also support efforts that connect classroom learning with real-world experiences helping students see how their education links to their community and the world beyond.
 
Fiscal Responsibility & Transparency
Responsible fiscal planning is essential to sustaining high-quality educational services. SCOE remains committed to transparency and collaboration in all financial decisions, inviting input from families, staff, and community partners. Together, we can make thoughtful choices that strengthen equity and opportunity for all students in Solano County.
 
The success of our students depends on the strength of our partnerships, and I am grateful to work alongside so many dedicated educators, families, and community partners in service of that shared goal. Together, we can continue creating opportunities that inspire learning, strengthen connections, and help every student in Solano County reach their fullest potential.
