Solano Child Care Planning Council (LPC)
The Solano Early Education Teacher Development Pathways Program is a stipend program open to those teaching young children, including: TK-3rd teachers, preschool teachers and assistants, para-educators, family child care, and family, friend, and neighbor caregivers in Solano County. Applicants may be eligible for a stipend in one of the following areas: professional development, college coursework, attainment of Associate or Bachelor’s degree, Multiple-Subject Teaching Credential or Child Development Permit.

Membership of the Solano Child Care Planning Council represent individuals of the community by category; consumers (families), child care providers, general community members, public agencies, and discretionary members.

Overview
About Our Program
Every county in California is required to have a Local Planning Council that is funded by the California Department of Education. The Solano County Child Care Planning Council operates under the authority of the County Board of Supervisors and the County Superintendent of Schools. The council has the responsibility of planning and coordinating early care and education services in Solano County.
Mission Statement
Provide leadership and advocacy for the development of high quality, accessible, and affordable child care programs for every child and family in Solano County.
Vision Statement
Every child and family in Solano County has equitable access to high quality, inclusive, affordable child care, and supports that help them thrive.
Responsibilities
The Solano Child Care Planning Council’s responsibilities include but are not limited to.
- Provide a forum for the identification of local priorities for child care and develop policies to meet the needs identified within those priorities.
- Assess child care needs in the county no less than once every five years.
- Prepare a comprehensive countywide child care plan designed to mobilize public and private resources to address identified needs.
- Advise the Board and the Superintendent with respect to the child care needs of the families in Solano County
- Advocate for the needs of the families in Solano County with respect to child care.
Policy and Advocacy
Child Care Law Center
Using legal expertise to explain childcare policies, laws, and funding, the Child Care Law Center works with parents, child care providers, and advocates to create solutions that are transparent and fair to all parties involved. To find out more about the Child Care Law Center, click HERE.
Child Care Advocate Program
The Child Care Advocate Program (CCAP) devotes their time in the promotion of quality child care in California. Child Care Advocates are available to parents, child care providers, employers, educators, and community groups. To find out more, click HERE.
Parent Voices
Parent Voices is a program supported and ran by the California Child Care Resource & Referral Network. This parent led program works to make quality child care affordable for all families. To find a local chapter or to get more information, click HERE.
California Budget & Policy Center
Essential components for childcare to thrive in California are high quality and affordable care. The Budget Center examines state funding and policies regarding child care and early education. To find out more, click HERE.
Quality Child Care
Solano County Office of Education is a partner in the Quality Counts in Solano Early Care and Education program. Quality Counts helps to enhance the quality of early learning and care environments for young children. Early learning programs that participate in Quality Counts can get assistance in improving outcomes for children through system-wide approaches to enhancing programs. Click HERE to learn more.

The Solano Child Care Planning Council is tasked with taking a comprehensive assessment of the needs and services of the early learning community in Solano County.
Strategic Framework
The purpose of the Strategic Framework is to serve as a resource for community members, to provide current data regarding the local community’s child care needs, and to guide decision-making decisions that will positively impact Solano County’s families and children.
